A maintenance RFP fails for one of two reasons: the scope is vague enough that bids are not comparable, or compliance is checked after award instead of before. This template fixes both by fixing the response format and requiring licence and insurance evidence at bid time.
What the template covers
- Property overview: site plan, lot area, sidewalk footage, entrances, operating hours.
- Scope of work: each service with frequency or trigger condition and response-time SLA.
- Contract terms: term length, pricing structure, payment schedule, termination clause.
- Compliance: provincial safety clearance and commercial general liability of at least $2M.
- Vendor questionnaire: years in the municipality, equipment list, depot distance, three commercial references.
- Scoring: price 30%, compliance 25%, response capability 20%, references 15%, reporting 10%.
